“How easy to go to a duel …” - so begins a poem dedicated to Mikhail Lermontov, the famous poet and public figure Alexandra Ochirova. British biographical Society named her woman of the world 1997-1998. Not so long ago she was awarded the Golden Order of Saint Constantine the Great. This award in his time were awarded the academician Dmitry Likhachev, Moscow Mayor Yuri Luzhkov, the president of the Russian Academy of Arts Zurab Tsereteli, the Duma deputy Iosif Kobzon, etc. And now this ancient Award (established in 330 of the Christian monarch, Constantine, the founder of Byzantium), the first time in Russia today awarded a woman: Most important from the lips of officials can be heard casually tossed phrase: they say, politics - a dirty, often dangerous, and no reason to ladies in her butt. But in vain. Next to these women, as Alexandra Ochirova, you see, and male politicians have learned something to.
One thing: projects, laws, their approval and editing, and the other - affairs, creating an environment in which a beautiful theory would be realized in real life. This is the task-organized in 1990 “International Women’s Center” Future Women “. The Centre aims at addressing issues of social and welfare policy; to improve the situation of children and women in the country to strengthen the prestige and role of the family in society and state, protection of motherhood and childhood, helping the disabled and elderly, programs to promote spiritual development of man; maintenance and expansion of international contacts within a social and charitable activities. In 1995, the Centre has been nominated for the Nobel Peace Prize.
Alexander Ochirov articulates the notion of social security a citizen who, in her opinion more social responsibility and that includes both the idea of mutual responsibility of government, business and society and the imperative of social justice. She refers to the basic safety standards set forth in the European Social Charter, which deals with the human right to earn a living working activities freely chosen profession, assure an equitable remuneration, opportunities for social, legal and medical assistance, housing rights and etc. Ochirov understands the importance of these institutions and the need to address emerging social sector issues within the triangle “state - business - society”.
However, in her opinion favorable conditions (mainly tax) for the implementation of the business of its social function state is not established. “This is a problem that really needs to be addressed, otherwise the thesis of the 7 th article of the Constitution that Russia is a social state will remain pure declaration”.
It is well known that the most profitable and promising an investment is to invest in human capital. Today, our social policy is reduced to the distribution of “humanitarian aid”, but must invest in the development of social infrastructure, education and health, that is, man.
